5. West Virginia: The Mountain State Bargain

If you prefer dramatic seasons, lush forests, and mountain vistas over sandy beaches, West Virginia is unmatched in affordability. Housing costs here are historically the lowest in the United States. It is entirely possible to purchase a charming home with acreage for a price that would merely cover a down payment in a coastal city.

West Virginia has recently made aggressive moves to attract retirees. The state recently phased out the income tax on Social Security benefits for lower- and middle-income retirees, meaning a household operating on a $45,000 budget will not pay state taxes on their Social Security checks. While property taxes are slightly higher than in places like Alabama, the staggeringly low base price of the homes makes the overall carrying cost negligible.

Towns like Morgantown and Lewisburg offer charming historic districts, active outdoor communities, and reliable access to healthcare. This state is perfect for the active retiree who wants to spend their days hiking, fishing, or simply enjoying a quiet, secluded life on the porch.
