1. Mississippi: The King of Overall Affordability

Mississippi consistently ranks at or near the very bottom for overall cost of living in the United States, making it an undeniable powerhouse for a tight budget. Housing costs here are drastically lower than the national average; you can frequently find well-maintained, comfortable homes well under $200,000.

What truly sets Mississippi apart for retirees is its extraordinarily friendly tax code. The state exempts all qualified retirement income from state income taxes. This means your Social Security benefits, public and private pensions, and distributions from IRAs and 401(k) plans are completely shielded. For a household generating $45,000 a year from these sources, your state income tax bill will effectively be zero.

Beyond the math, Mississippi offers a warm climate and a slower pace of life. Communities along the Gulf Coast, such as Ocean Springs and Bay St. Louis, provide coastal living without the exorbitant price tags found in Florida or California.
