For those seeking the absolute lowest cost of living in a mild climate, Pine Bluff, Arkansas, presents an interesting option. Located in the Delta region surrounded by lakes and rivers, it is a paradise for retirees who enjoy bass fishing, bird watching, and the outdoors. Housing here is astonishingly cheap; it is entirely possible to buy a spacious home on a decent plot of land for a fraction of what it would cost in almost any other state.

Arkansas has a very low cost of living across the board, from groceries to utilities. The trade-off is that Pine Bluff is a smaller community facing economic revitalization challenges. You will need to travel to Little Rock—about 45 minutes away—for major medical procedures or extensive shopping trips.
