2. Portugal: European Charm on a Budget

If you have always dreamed of European cobblestone streets, historic architecture, and exquisite wine, Portugal offers the quintessential Old World lifestyle at a fraction of the cost of France or Italy. From the sunny cliffs of the Algarve region to the cultural hub of Porto, Portugal consistently ranks as one of the safest countries in the world.

The D7 Visa, often referred to as the passive income visa, is tailored for retirees. While housing costs in central Lisbon have risen due to high demand, looking just thirty minutes outside the capital or heading to the Silver Coast brings rent down dramatically. A couple can easily live a rich, culturally immersive life on $2,500 a month. Portugal’s private healthcare system is incredibly affordable; a comprehensive private insurance policy for an American in their sixties typically costs between $100 and $200 a month, granting access to modern hospitals with English-speaking staff.
