8. Virginia: The Balanced Blend

Virginia appeals to retirees who want a little bit of everything: ocean beaches to the east, the Blue Ridge Mountains to the west, and an abundance of American history throughout. While it is not a zero-income-tax state, Virginia does not tax Social Security benefits, and it offers a generous age deduction for residents 65 and older, significantly reducing the tax burden on your other retirement income streams.

The state features an excellent medical infrastructure, particularly in the northern regions and around Charlottesville. The proximity to Washington D.C. provides unmatched access to national museums, performing arts, and major airports for those who plan to spend their retirement traveling. To make the most of Virginia’s affordability, look slightly outside the immediate D.C. suburbs, where housing costs drop significantly but access to high-quality amenities remains strong.
