6. Iowa: The Midwest Safety Net

Iowa represents the gold standard of Midwest practicality. It boasts safe communities, excellent public infrastructure, and a cost of living that makes a $45,000 annual budget feel incredibly luxurious. The state is renowned for its high-quality healthcare systems, which is a primary concern for aging populations.

Financially, Iowa has become incredibly attractive. Recent legislative overhauls completely eliminated the state income tax on retirement income for residents aged 55 and older. This means your pensions, IRAs, 401(k) withdrawals, and Social Security benefits are entirely free from state income tax. This aggressive tax cut instantly elevated Iowa to the top tier of affordable retirement states.

While you must be prepared for traditional Midwestern winters, the tradeoff is a high quality of life. Des Moines is consistently ranked as one of the best places to live in the country, offering rich cultural experiences, massive farmers’ markets, and fantastic dining. Smaller towns like Pella or Decorah offer deep historical roots and a peaceful, neighborly environment.
