The Midwest: Hidden Gems for Affordable Retirement Cities

If you tolerate cold winters, the Midwest offers unparalleled financial breathing room. Housing costs here drop low enough to make a $1,500 monthly budget feel comfortable rather than restrictive.

8. Fort Wayne, Indiana

Fort Wayne frequently appears on lists of the cheapest places to live. The city boasts a thriving downtown, an extensive network of public parks, and a low crime rate. Indiana exempts Social Security from state taxes. You can often find decent one-bedroom apartments here for $600 to $700, leaving you with over half your budget for food, utilities, and healthcare.

9. Dayton, Ohio

Dayton offers some of the cheapest real estate in the country. This translates directly to low rent for seniors. The city features excellent medical facilities, including the Premier Health network. While winters require heating, the overall cost of living sits so far below the national average that your seasonal utility bumps remain manageable. Free access to the National Museum of the U.S. Air Force and numerous metro parks provides excellent recreation.

10. Kalamazoo, Michigan

Kalamazoo operates as a vibrant college town, which brings benefits to retirees: walkability, reliable public transportation, and community events. The cost of living is roughly 20% lower than the national average. Michigan recently overhauled its tax laws to provide more relief for retirees, rolling back taxes on public and private pensions, which stretches your fixed income even further.

11. Peoria, Illinois

Situated on the Illinois River, Peoria combines beautiful water views with an extremely affordable housing market. Healthcare is a major local industry here, primarily anchored by OSF HealthCare, ensuring you do not have to travel for specialized treatments. While Illinois property taxes run high, the state does not tax Social Security or most pension income, balancing the financial scales for renters.

12. Springfield, Missouri

Known as the birthplace of Route 66, Springfield serves as the economic and medical hub of southwest Missouri. The cost of living generally runs 15% below the national average. Two major hospital systems—CoxHealth and Mercy—compete here, providing excellent medical access. Missouri also recently passed legislation to phase out state taxes on Social Security benefits.

13. Green Bay, Wisconsin

Green Bay offers a tight-knit community feel, extremely low crime rates, and excellent affordability. The housing market allows seniors to easily find rentals within budget. While winters are undeniably harsh, the community infrastructure is built to handle it. The local healthcare system is highly rated, and Wisconsin does not tax Social Security benefits.

14. Des Moines, Iowa

Des Moines consistently ranks as one of the best places to live in the Midwest due to its clean streets, thriving local economy, and manageable size. Housing costs sit well below those of major coastal cities. Iowa recently enacted sweeping tax changes, eliminating the state income tax on retirement income, including pensions and 401(k) withdrawals, making this an incredibly attractive destination for budget-conscious seniors.

15. Wichita, Kansas

Wichita provides abundant sunshine and expansive plains alongside a surprisingly robust cultural scene. Renting a one-bedroom apartment often costs under $650 a month. The city offers excellent medical care and a very low general cost of living. Kansas does not tax Social Security benefits for residents with an adjusted gross income of $75,000 or less, easily covering anyone on a $1,500 monthly budget.
