Fort Wayne, Ind. is the second city on this list with the lowest rental price for a one-bedroom. In terms of safety, it is the fourth-safest city, despite being located in one of the biggest counties in the country.

According to PayScale, the living costs in Fort Wayne are 12 percent below the national average and 12 percent of its population are made up of individuals aged 65 and above.
